City Council Meeting Minutes
June 20, 2023

The City of Sunbright met in regular session on Tuesday, June 20, 2023 at 7pm in the office of city hall in Sunbright.

Present at the meeting were Mayor Karen Melton and Vice Mayor Buddy Tharp

Others present were: Herb and Pat Judkins, County Executive Brian Langley, Michael and Nicole Spurling, Sandy Spurling and Cheryl Collins along with a host of other citizens of the City of Sunbright.

Mayor Melton called the meeting to order

Herb Judkins led the meeting in prayer

Executive Brian Langley led the meeting in pledge.

The minutes from the May 16th and June 9th emergency meeting were approved by motion by Alderman Tharp and seconded by Mayor Melton.

Motion passed unanimously (2-0)

The financial statements for April were approved by motion from Alderman Tharp and seconded by Mayor Melton.

Mayor Melton stated that she has a letter of resignation from Daryl Jennings as Alderman, he now lives outside the city limits. Alderman Tharp made a motion to accept, Mayor Melton seconded.

Mayor Melton stated that Phase 1 of the Slum Clearance ordinance has begun. Letters went out to 13 properties. Two property owners have not responded, one responded Thursday and the Samaritan Inn needs a couple months lead time to get theirs completed.

Mayor Melton discussed the new office building to be built with the insurance money from the tornado - the building will cost approximately $150,000; it will be a 40x60 metal building - two tone in color and have interior offices insulated. It will be located between the old city hall and the new EMS building. P$L Roofing has been contracted to repair the roof on the old city hall at a cost of $16,000. There will be a pre-bid meeting on June 30th. Daryl Jennings will be the project manager on this construction project and will be paid 8% of the project cost.

Alderman Tharp made a motion to approve zero rental fee for Senior Citizens to use Community Center, Mayor Melton seconded.

Motion passed unanimously (2-0)

Mayor Melton presented the new proposed budget for the 2023-24 year and amended for the 2022-23 year in Ordinance #114-23 with a few changes before the readings on June 29th and 30th. Alderman Tharp made a motion to approve, Mayor Melton seconded.

The city will do its best to have an agenda for the meeting 10 days before the next city council meeting. They will post on the website and City Hall door and anywhere else they can think of. 

Mayor Melton stated that a new $8,000 application for senior grant has been applied for through the Office on Aging and Disability.

Mayor Melton wanted to publicly thank the inmate crew from the prison for some much needed work around city hall.

There will be a dinner on June 24th

There being no further business to come before the board Alderman Tharp made a motion to adjourn, Mayor Melton seconded.
